4. Analyze capability gaps and risks. Capability demand is compared with current capability to identify strengths, gaps, risks, and opportunities. Analysis should distinguish between widespread foundational gaps, role-specific gaps, leadership gaps, and specialist capability constraints.
5. Prioritize capability investment.
