KEY CONCEPTS

The Competency Mapping Framework has six steps.

3. Set proficiency expectations. Define the level of capability required for each competency based on role expectations, complexity, autonomy, and risk.

4. Define observable indicators. Describe what the competency looks like in practice, including behaviors, decisions, outputs, or evidence.

5. Link assessment evidence. Determine how capability will be assessed through diagnostics, scenarios, observations, work samples, performance data, or other valid evidence.

6. Connect development pathways. Link capability gaps to targeted learning, coaching, workflow support, manager reinforcement, or role redesign.
